Cabinet of Ministers Resolution No. 425 sets out how schools, colleges and universities are to be guarded: panic buttons, video surveillance, contracted security and "green corridors" around the buildings.
New rules on guarding educational institutions took effect in Uzbekistan on 1 August. They were approved by Cabinet of Ministers Resolution No. 425 of 31 July 2026; according to Podrobno.uz and the legal portal Norma.uz, the document covers state and private schools, colleges, technical schools and universities, and sets out a programme of measures for 2026–2027.
Security is arranged on a contractual basis — both physical guards and technical systems. Buildings are equipped with security alarms, panic buttons and video surveillance, while the Department of Security provides ongoing technical maintenance. Institutions will be connected to high-speed networks in stages so that the security systems run without interruption.
This is part of the "Safe Education" concept, whose legal basis was set by Presidential Resolution No. PP-360 adopted in late November 2025.
Responsibility for the safety of pupils, students and staff now rests directly with the management of the institution — that is, with the school principal, not only with the security company.
One provision concerns the way to school: local authorities must create "green corridors" around the buildings — convenient and safe pedestrian routes — and restrict traffic near educational institutions.
When choosing a school, it is worth asking the administration whether a security contract is in place, whether a panic button and video surveillance are installed, and how entry to the building is organised. The published materials about the resolution do not separately describe the rules for admitting visitors.
