The president announced that the income-tax-exempt amount for parents whose children attend private schools will rise from UZS 3 million to 6 million a month, with the tax refunded automatically at the end of each month. Concessional loans and subsidies will support new private schools in 52 districts.
The amount of income that parents of private school students can exempt from tax will double — from UZS 3 million to 6 million a month. President Shavkat Mirziyoyev announced this on 30 September at a meeting with teachers and mentors, Gazeta.uz and Spot.uz report. According to the president, the measure will let families save around UZS 6–7 million a year.
Personal income tax relief for parents paying for their children's education at private kindergartens and schools has been in place since 1 April 2022: up to UZS 3 million of monthly tuition payments for a child are exempt from tax. Currently parents can claim it through their employer or by filing a tax return at the end of the year. The tax authorities have been instructed to introduce a system that refunds the amounts automatically at the end of each month.
For now this is an announcement: no date has been given for when the new limit takes effect. The reports refer to private schools; whether the increase will also apply to private kindergartens has not been specified.
To open private schools in 52 districts with a high student load, entrepreneurs will be offered concessional seven-year loans at 10% a year, and the state will cover up to 15% of the cost of opening and equipping a school, capped at UZS 1.5 billion. Owners who lease their buildings to schools will get land and property tax relief. In every district of the country, vacant state buildings are to be leased free of charge for 10 years to open private schools, and the state will pay half the cost of international accreditation.
Demand for school places is growing: 800,000 children started first grade this year, 10% more than a year earlier, and the number of first-graders is expected to reach 1 million by 2030. For families already paying for a private school, the news promises a larger tax refund; until the changes take effect, the current UZS 3 million limit applies.
