As part of Uzbekistan's preschool-education reform, a package of benefits for private kindergartens has been presented. This was reported by Gazeta.uz. The measures will apply in districts where preschool coverage is below 80% (excluding Tashkent).
A state subsidy covering 50% of the cost of maintaining one child also extends to private kindergartens opened in 2024. Soft loans of up to 5 billion soums for up to 7 years are provided for private kindergartens with at least 150 places in low-coverage districts. Educators' salaries will be compensated for 3 years at state-kindergarten norms — one position per 30 children.
When kindergartens are opened under a public-private partnership on school or kindergarten plots, land is leased free of charge for up to 30 years. Institutions with 150 or more places are granted social-tax relief until 1 January 2030. All of the listed measures apply in districts with preschool coverage below 80%, except Tashkent.
The first stage — by place of registration, with guaranteed enrolment — closes on 31 July. From 1 to 31 August families may apply to any school, but only where free places remain.
